I am not sure what you mean by dragging a Curl graphic to the desktop window? Do you mean that you have say a red dragable Frame in your application and you want to drag and drop it to the Desktop? Then No you cannot. And thinking of it, event if it is possible, what is actually stored on the desktop - a Curl applet containing the source code of how the Frame was created?

You can drag in File resources and or String into Curl. You can drag and drop a Curl graphic within a Curl process. But you cannot drag out a Curl Graphic to the desktop.
